Moisturizer & Primer Application Help!

Before foundation application, I usually wash my face & then use a toner afterwards because my face is really dry. Now after that I don't know how to use moisturizer or primer. Should I use both, or which first? Should there be time left in between? Help plz!

Moisture first, wait a few minutes (to let your skin absorb the moisturizer) then prime.
