Oh yes! you can find a matte top coat easily at a drug store. Essie and NYC brands have one.

Opi has a nice one! but after a couple days the matte wears away and it becomes kinda shiny...is the Essie or NYC one like that?

You can make matte topcoat, just mix some cornstarch into your regular one! :)

You just need steam put your nails over steam.
