Best waterline eyeliner?

I've been wondering what eyeliner works well for the waterline because I've tried a lot or eyeliners and they become runny.

Gel liners seem to work better for the waterline, in general. I've read good things about Inglot's in the waterline; it seems it's a bit dryer than other brands.

Pencil-wise, I love Prestige Total Intensity.
