How can I do her makeup?

So my moms going to a Halloween party and I'm doing her makeup. Only thing is she has super small eyes her bottom lid gets totally covered by her top lip when her eyes open if anybody has any ideas she has a burgundy and black dress... Help, pics!

First thing you need to of is prime the eyelids. This will help the eyeshadow from creasing and wearing off. Next put a base eye shadow, light grey, on the crease and below it. Next right above the crease and in it put a shade darker. Last do a darker color at the edge and blend. I would do a cat eye or winged eyeliner and then mascara. If you have it use a spray that makes it stay on longer. You might want to use fake lashes to.
