When is the best time to apply a top coat? While the nail Polish is still wet or fully dry?

Fully dry. if it's wet it will make air bubbles.

I apply Seche Vite while my polish is still tacky but all other top coats I wait until the polish is completely dry to prevent bubbles.

Awesome! I did wait till they were fully dry and it was much better. My problem is that I have a hard time waiting. I get top coat happy.
