I'm going to go tanning over the winter and would shaving effect my tan? Like if I didn't shave would in not really tan in that area?

Not drastically, if you're extremely hairy then you may see a bit if a difference but hair doesn't trap you've light.

No it wouldn't, skin absorbs the rays the sun produces- nit the individual hair follicles.
