Definitely wear something under such as tights. I also am married to a marine and have been to the marine corps ball 4 times now and I'd say about 95 percent of the dresses are long floor length gowns so you definitely want something under that dress so you look beautiful and classy :)

In my opinion it seems a little too informal, I would suggest wearing an old prom dress or go to a thrift shop and look at formal dresses. But if this is all you have/have time for then you can make it work! You can definitely dress it up by wearing some tights and I would wear gold accent jewelry. For your hair I would do half-up/half-down curls...with some body at the crown! For your makeup...there is nothing more sexy than a smokey eye! Since your dress isn't a "ballgown" your hair and makeup is what's going to make you stand out! I would wear a nude lip if you do a smoked out eye ;) You'll definitely look sexy!!
