I'd do foundation. A lot of the skin problems people worry about (redness, blemishes, dark circles etc.) can all be covered using foundation alone. After you've applied your foundation, apply concealer only where it's needed. This will also save you product, because a lot of times if you put concealer on before foundation, the application of your foundation can cause the concealer to move and you'll just have to reapply more. So apply foundation first to see what you really need to use concealer on, and then go ahead and apply your concealer.

Foundation then concealer to make sure you get the lighter shade appear and not get rubbed off by the application if foundation but some people use it before and after for double coverage

I agree!^ especially because with dark circles you often need orange toned concealers, using foundation over them actually evens it out more. But that's if you have REALLY bad circles :) I didn't even think of that before, thanks Jacqueline!

It depends, if I use liquid or cream foundation then I will use concealer after foundation for two reasons. Firstly because applying foundation over concealer can move your concealer around and secondly you will use less concealer as your foundation already gives some coverage. However if I use liquid concealer and then a mineral powder foundation then I use my concealer first :) xx
