I'd exfoliate your lips first and apply light lip balm about 10 minutes before the lipstick. Sometimes if I'm running late and I feel like my lip balm hasn't absorbed enough, I'll blot the excess oils with a tissue. That always works for me, it gets rid of the excess lip balm but still keeps my lips smooth.

Try to match the shade of the lip stick with a lip gloss to put on over it. It will also make it last awhile. If it is still drying out your lips use lip balm before and the lip gloss.
