Sugarpill is the one brand that consistently has high pigment shadows in colors that anyone would kill to use. The Sleek Acid Palette has a great range of pigmented shades as well.

I love BH Cosmetics eyeshadows and Milani's eyeshadows they are so pigmented!

It sounds like you might be in the UK... if so, have you tried Makeup Academy (MUA) shadows? They're very cheap and available at Superdrug. This one is my favourite: http://www.superdrug.com/eyes/make-up-academy-eyeshadow-pearl-shade-11/invt/204824/
I got a TON of compliments on the shade and finish when I wore it - more than any other high end or drugstore shadow!
