You should use a concealer for under your eys to brighten them up. If you have oily skin , I would suggest using a matte full coverage like... Kat von D or Mac prolongwear concealer.
To highlight your skin I use a powder to highlight my a bit above my cheekbones and the middle of my nose. You can find a great highlighter by nars.

I prefer powder highlighting but if I use liquid I mix a little into my foundation. it makes your while face gleam and highlights all the areas you would with powder. your skin being oily already gives you an instant highlight. I would try the powder highlight because you will more precision and it might mattify your skin a little bit. I prefer a powder for more presicion. I like to highlight my cheek bones, forehead, bridge of nose, chin etc. you can dust where you want and experiment. you might not want to highlight all over as youre prone to shininess. so jealous of you! I've always wanted to try BECCA.
