What is lip laquer? why is it different to lip gloss?

In the uk we have/had a product called "lipcote". you apply it from the bottle using the brush supplied. it dries providing a protective coating over your lipstick (not gloss or balms). leaves lips feeling dry and restricted and sometimes peels off - not a nice product at all!
