Try tie die. 1) paint nail all white 2) paint 3 diagonal striped in bright colors across nails 3) take a toothpick and drag through bright colors diagonally 4) seal with clear coat

I think as a beginner to nail art, it is very important to know to paint your nails cleanly and effectively. Good nail art over a sloppy base just isn't as impressive. I think this chart from Lacquerized is a fantastic guide: http://www.lacquerized.com/2010/05/how-to-how-i-paint-my-nails.html
