How do we apply foundation on the skin? do we put cream before?

You should always moisturize before you apply foundation. Then apply a primer if you want to. Then apply your foundation. You can use your fingers, a foundation brush, or a sponge. I personally like using my fingers I find it gives the most natural looking coverage.

Moisturize your skin, prime, conceal, then apply on some foundation. I use a beauty blender or a stippling brush because it blends better and gives off a soft look :).

You can moisturizer, prime, or do both.
To apply the foundation, you can use your fingers (for light/medium coverage), a sponge (for full coverage), or a brush (for light/medium coverage).
I personally use a sponge because they give an airbrushed finish :)
But you should probably try many techniques to see what helps the foundation adhere to your skin.

I never moisturize my skin because I have greasy skin and that way it gets only more greasy...
