Since you have dark brown hair it always nice to go a shade or two lighter than your eyebrows. Try and experiment with the browns that you have :)

Try shade lighter then your brows but if anything most shadows have like glitter in them it looks wierd. maybe if your brows are thick n you just wanna fill in a lil it can work. or it you have a shadow that would be nice a lil wet but you have to blend well n not put too much

I use the Anastasia brow powder in medium ash I believe. My hair is dark and it's perfect.

I just get a dark brown eyeshadow that looks similar to your hair and brush it through :)

Regardless of what you may think would be the best "shade", per say, for eyebrow filing, I've come to experiment with all sorts of browns. Nothing ever seemed "right".
I read a little article on Bobbi Brown's website.. and she actually filled in many brows with a gray. Slate by Bobbi Brown is my go-to for my brow filing... but really any medium gray matte shadow with a taupey undertone should do the trick... I feel as if this sort of shade flatters all hair colors... except maybe natural red heads. ;)
Hope it helps!
