What is a good eyeshadow base? One that is matte and preferably on the whiter side. Inexpensive would be nice but if its a good one ill pay a little extra. I have neon eyeshadows and I wanna find a base to really make then stand out and that is also easy to blend on because they are a little chalky.

NYX pencil in milk or the little pot one in white. I purchased my pot one from eBay fairly inexpensive. Makes my eye shadows POP
