A loose powder refers to loose foundation such as bare minerals. A setting powder is translucent. If you use liquid foundation at all you don't need to use foundation powder too, thats just doubling up on foundation. Try this trick, apply the setting powder on your face before you use your liquid foundation, it holds the makeup all day, gives an airbrushed finish and you don't need to put the powder on top of the foundation
