What is a good inexpensive toner? And when would I use it in my skin care regimen?? ( like before moisturizing and after exfoliation?)

Find a toner that us alcohol free and the steps would be fit daily use cleanse tone moisturize. For exfoliation or masks you cleanse exfoliate/ mask tone moisturize
