You could try waterproof stuff but I personally hate water proof. try going over your liner with the same color or a translucent powder.. sometimes that helps me

When you put the eyeliner let it dry.. And then put the mascara on that should work.

I think maybe your mascara might be a little watery, I find that maybelline does this to me personally, I recommend a max factor mascara :)

Use a liquid 24hr eyeliner and waterproof mascara instead that says smear proof.

The thing is your eyes smuge makeup easily no mater if the eyeliner is dry it will also smudge try using water proof eyeliner and try to use primer.

Then proceed with a mascara. I HIGHLY recommend rimmel London glam eyes mascara. It's soooo good & only about 8$ at a drug store (:

Are you using a pencil eyeliner? Try gel or liquid, and a waterproof mascara :)

Invest in a good eye primer. my favorite is urban decay primer potion in eden shade. concealers and foundations can be too oily or hydrating which won't help your problem. my eye makeup doesn't budge when I use primer. also try getting a flat angled brush and using that to put black eye shadow over your eyeliner. also helps it stay in place and gives it a matte finish.

I use elf liquid liner. one dollar at target, but requires a very steady hand. my angle brush is target too and I use a black eye shadow by the urban decay naked 2 pallette to go over it.
