Maybe you should change your liner to either a different brand or a waterproof version. Are you applying concealer under your eyes and topping with light powder. Also do you rubb your eyes alot? This also may be the problem.

What I do is take and angledliner brush get a matte black shadow. Take it and pat right under your waterline. It set it just like face powder does with your foundation

The problem might be your eyeliner, go & buy a better one, such as waterproof. Revlon Colorstay is good, so is Sephora waterproof & Make Up Forever retractable eyeliner.

depending on where you buy it, Revlon Colorstay is $7 or $8, Sephora waterproof is $12 and Make Up Forever aqua is around $20
