In regards to brushes / tools. I bought some tiny artist brushes and dotting/embossing tools from a craft store for nail art and if you look on ebay they do packs with various brushes for really cheap

Golden Rose.They have an excelent line of helping nailpolishes,like for dry,sensitive nails,or or against eating your nails lol(they come in one color,but they are pretty),and also great quick-drying topcoat,and the new Yolly Yewels is spectacular,they come in allmpst every color with many big glitters in them,great quality,last one week +,and price is not bad for how good they look.They also have the 'rich color'line,with maxi brushes (one sweap per nail lol) and highly pigmented,also magnetic in very pretty colors n couple of shapes.you should definitely check em out if you can find in your place,compating to other brands(Sally Hansen,OPI)they are really unexpensive and highly pigmented,the only bad thing is that maybe you can't find 'em where you live :)

GR comes from around 1dollar-3dollars most,without discounts,but shipping would maybe cost,I buy mine from drugstore.But yes OPI does puts crazy prices :-P tough I love big bottle and colors.
