Can I apply lotion on my face before I apply foundation? But I need to do it everyday , is it bad for me? About lotion can I apply any lotion on face if my lotion empty?

Do you mean moisturizer? :) stuff for your face is a lot different than just any lotion so I would be careful what you put on your face. As far as applying it before foundation goes, it's better to apply moisturizer before applying foundation :)

But let your skin absorb the moisturizer and then apply your primer (wait 15-20 minutes) if you apply the foundation right after your moisturizer cause your skin will also absorb a huge amount of foundation.

If you do mean moisturizer, then yes apply it before foundation always. It's not bad for you at all, depending on your skin and what moisturizer you have, it offers many benefits. I personally like do a light moisturizer with SPF during the day, and a heavier one at night. Regular lotion won't work, and will be bad for your skin. So if you are almost out, it's better to go without moisturizer at all until you can get a new bottle.

I'd do bb cream and then foundation
