I don't really think size matters, if someone likes high waisted shorts, they should wear them regardless of size :) I think they look best on pear-shaped girls however, because when you have a tiny waist and large hips, high waisted bottoms add balance. However I have a 28 inch waist and small hips and I think they look fine, they're one of my favorite things to wear :)
