Definitely purple eyeliner or eyeshadow. And honestly, purple lips don't hurt either! It makes the green flecks stand out.

You can look up a colour wheel. the farther the shade is or even opposite to what you have, it will make the colour of your eyes pop. other than that enhancing the corners with shimmers and flesh tones makes the eyes brighter and pop. also a neat trick is to shade slightly under your lower lashes with eyeshadow to make eyes look bigger. thats what marilyn Marilyn Monroe did ;-)
