HOLLA LADIES, i need your help/advice!!! I'm looking for great pigmented eyeshadows,brands,specific collection names (would be great if you know any palettes as well)...sometimes a color looks nice but when you apply it on even with a primer...its just dull when supposed to be vibrant

aside from MAC, Urban Decay, Nars, Stila, Lorac, Too Faced, etc. You should try Wet n' Wild, they have definitely stepped up with their eyeshadows & its super affordable.

Urban Decay, Inglot, Sugarpill, theBalm. Wet n' Wild has stepped up the game, but has also stepped up on the amount of powder that falls all over the compact when you dip your brush in. Kat Von D never disappoints me.
Other than that, I'd suggest not only using a primer, but using the NYX white eyeshadow base under the shadows you already have.
