Halloween costume/hair/makeup help!

So I know Halloween is over a month away, but I love Halloween! And I'm a planner. But I need help with my costume, I'm going to be Dorothy from the wizard of oz. And I don't know where to get the dress or the shoes (the costume store doesn't have a Dorothy costume) and how should I do my hair? In loose curls with bangs, or 2 braids and the ends curled with bangs? Also should I wear makeup? Please help! :)

You can try eBay for some, amazon for 22.51 - 55.52. HalloweenCostumes.com 34.99 dress, Spirit Costumes Store 39.99 for dress. You can do your hair, in 2 pony tails like so,
