Ladies, whats the deal with this?
Is the polish itself matte finish or are you applying another type of top coat for this effect?

Both. You can get matte polishes or a matte top coat to transform the polishes you already have into matte ones. I have the Sephora by OPI matte top coat and it's pretty good to start with but I feel like I have to reapply it every day or so to keep that fully matte look. Hope this helps!
