It's a product you put on ur face, and it balances out the amount of oil. It's in liquid, and you take it on a cotton pad and dab it on .

You use it after cleansing your face (or if you're like me, you don't use cleanser in the morning (only at night), but just toner & then put on moisturizer) to 1) get anything the cleanser didn't get/remove rest of the dirt and 2) balances your ph levels whatever the heck that is, hahaha. And then you moisturize after.

You use toner on your face to cleanse it and to get it to be less oily. I take mine and put it on a cotton pad and RUBITALLOVERMYFACE ^U*

I manage a spa, and I can verify that a toner is basically step 2 in a beauty regimen. First you cleanse your skin with a mild cleanser, the toner acts as a treatment ie rose hip toner for sensitive or problematic skin type. Step 3 is a moisturizer, it could be a serum or cream - again based on skin type!
