A sponge like the beauty blender will sheer out coverage, for fuller coverage I reccomend a flat top kabuki or angled kabuki or any dense brush. also layering foundation can build coverage quite fast too.

A kabuki or a face sponge (like a beauty blender) would be the best option. Since its a heavy foundation you're after, even skin is KEY so you have to make sure you use a good brush/tool to get it on.
I also would not suggest skimping on prices for brushes in your case. Sigma and too faced make amazing kabukis and the beauty blender is world renowned

Yes, a full dense flat kabuki style brush should get the job done! Real techniques has a great selection and you can find them at ulta!
