It's actually called the expert face brush.. Sorry lol and if you get it off amazon it's about $9. Not bad at all.

But a flat top kabuki (Elf has one called the Powder Brush meant for powder but it works better for foundation) Apply a layer with this brush. And then apply a second layer of foundation with a Beauty Blender or knock off Beauty blender (I got mine for five bucks at Marshall's)

A Flat top Kabuki. Beauty blenders are great and I have one myself but brushes last longer and they are 10x more sanitary. Plus they are easier to clean.
