Maybe use a better nail polish? Take the polish off with remover and try to do them again. Also make sure your not putting to many coats and making it to chunky because that can cause the polish to stay sticky and smudge.

Sounds like the nailpolish is bad. if its still sticky you can wet your finger and smooth it out. also if you got a quick dry top coat might help.

You can blow dry them to dry them faster but I don't know how it will look because of the air bubbles

I've tried cooking spray and it left a yellow tint. Cold water works better in my opinion. Lol.
