I would suggest buying a BH cosmetics (i heard was really good and cheap) to learn to play and mix colors!
Look at pictures to get inspired, i personally use instagram.

I'd say you're on the right website! There's a lot of inspiration here to start with. You could also Check out some professional make up artists on youtube like Lisa Eldridge and Pixiwoo/Pixi2woo because they really know what they're talking about and they can show you how to make a classy looking dramatic look.
