I really like Sonia Kashuk eye makeup remover from Target. I used Clinique for awhile because I have very sensitive skin and it's what my mom(who also has extremely sensitive skin) always used but, surprisingly, it irritated my eyes. I switched to the S.K. remover last November and it's never caused me any irritation.
I hope you find something that works for you(:

Lush and Origins products are very gentle on the skin. They also have some products for sensitive skin specifically. Origin's Eau Roma Water toner has been the only toner thus far that I've used that hasn't caused any irritation or burning, and it's surprisingly non-drying.

For sensitive skin, I recommend virgin coconut oil. It will never irritate, is super moisturizing, smells amazing, and has healing and anti-aging properties for the skin.

I have extremely sensitive skin and eyes, they get sunburned sooo yeah. I used the Boscia Make Up Break Up Cleansing Oil or Lotion, I forget what its called. Its a little pricy but it removes everything, including waterproof mascara which I use every day. It also lasts forever because you only need like 3 tiny drops per eye and like a dime size for your entire face. I've had my current bottle for at least 6 months.

I use olive oil as a makeup remover. Vaseline is also great for the eyes especially waterproof mascara.

Ok, hands down the Mary Kay Oil-Free Eye Makeup Remover. I love makeup but always found a problem with removing it. I hated getting stung so much that I just gave up on makeup altogether minus special occasions. But since my friend introduced me to MK's, it's been my HG of eye makeup removers. I've used Estee Lauder, Revlon, and YSL removers, even those that are supposed to be gentle on sensitive skin but nothing has worked better than with this. Makeup comes right off in a swipe and now I'm happy as ever to experiment on looks multiple times within a sitting. ;) Also works for contact lens wearers. Trust me, this is the best stuff ever.

Have you ever tried an oil cleanser? I prefer the Shu Umera one, but the Josie Maran Agrgan one isn't bad. It will remove all your makeup easy, no irritation at all. I also love the one Lancôme makes, but that's more of an eye makeup remover.

I use baby oil for my eye makeup and it comes off soo easy with no irritation at all and then I take my face makeup off with warm water then wash with a cleanser. It works great for me!

Cleansing/micellar water. Caudalie makes one, Bioderma makes several (the one for sensitive skin, with the red cap, is the one that MUAs et al seem to recommend), Yves Rocher makes one.

I hated the Mary Kay oil-free makeup remover. It burned my skin almost to a point where I was almost in tears. I usually use baby wipes for sensitive skin (the Up and Up Target brand) and they work like a charm.
