I have oily face too! What I do is I keep blotting paper in my makeup bag & touch up w compact powder whenever I need it. About the dark circle, enough sleep is the key! Or you can put used teabag on your eyes after cooling it in the fridge. Hmm, trying to recall other tips. I'll surely let you know if I have other tips :)

HEALTH TIPS:
eat breakfast. fruit (diffetent types), yoghurt + cereals, nutella + milk etc. change every day. don't eat for a week or two the same.
lunch should be heavier and, if you can, cook every day (pasta, rise etc.)
dinner should be lighter than lunch but heavier than breakfast. and DO NOT eat too much.
if you will feel hungry add two more meals - one after breakfast aand other after lunch..but something small like a banana or 30g package of RITZ (I eat only half).
allow yourself 'a sin'. ice cream, chocolate, cake etc. but not too ofter. this will help your mind to feel better and, with that, your body.
and important thing - eat every day around same hour. don't eat at 8 then at 2 then at 2am and other the 10am, 4pm and 8pm. eating at same hour every day will make your body feel better and prepared for food. (ofc, 30mins up-down is ok).
and, very important, no energy drinks, coca cola, coffee and other products after dinner.
and if you can make dinner before 8:30 pm.
also try to walk more. screw bike, gym etc. the best thing to see the city and see interesting stuff and speak with people is walking. like this you feel more happy during day 'cause you actually TALKED with people (chit chat in front of a fruit shop or while you help someone get something in the truck/cat/lift up from the floor) and also you worked out.
drink water!! a least 2.5-3l a day. this is minimum.
and remember, your mind and body are one. when your mind doesn't feel well, your body also doesn't. and vice versa.

OILY FACE:
I do like this:
in the morning - wash my face with soap!!
during day - when my face gets greasy, wash with soap.
after taking shower, I use Garnier product for cleaning your face (not sure if it will help you since people are different).
also, by drinking water you make your face/skin more clean and it eliminates celulite.
why do I do it after shower? pores of your skin are open so water and cleaning products will clean it. this is also why I put deodorant after shower. :)
hope I helped.

Add to health tips: try to go to bed around the same hour. first month it will be hell of a hard but later you will get used to it and be able to sleep.

I have oily skin too. I just started using Neutrogena's oil control primer and oil control foundation, in addition to their eye primer and Maybelline's setting powder. The first day I used it I didn't thing there was too much of a difference, but yesterday I put it on, and even though I was outside most of the day and it was very humid, there was only a little shine on my face. So what I'm saying is, try adding some primers and oil/shine control products to your regiment. Oh, and as for the circles under your eyes, try a specialized concealer- Neutrogena makes a nice one, but try some to see what you like. Hope I helped! We all will fight the battle against oil together!! ☺

Also if you put milk of magnesia on before your make up it will make it stay put. There are tutorials on YouTube and Beautilish. Also Estée Lauder Double Wear foundation is great for oily skin too! I know all this from first hand experience!

Hi I'm a cosmetologist! you need to mojsturize! I know it sounds crazy but listen here ladies: when you wash your face you remove all the natural oils, so when you don't replace those oils your face goes into overdrive. it will create much more oil than it normally does, but by using a moisturizer and replacing the oils you removed your skin will not freak out. It will take some time but eventually your skin will adjust and be less oily. using primers and setting sprays with out proper skin care will only work for a few hours- their real benifits shine when you take care of your skin!

If you have oily skin, blotting paper is your best friend.
Also any 'mattifying' face products are good for you
