Before shaving again, tweeze any hairs out that you can. It will hurt but if you don't tweeze they will come back or get worse when you shave.

The toner I use is a also an exfoliant and I have read reviews it helps with ingrown hairs. It's botanical kinetics toner by aveda :)

Press a hot towel to the area twice a day it should come up and from there you could use tweezers to get it out. If not though it eventually goes away :)
