Preventing Smudged Eyeliner?

How do I keep my under eyeliner from melting throughout the day? Is it because its cheap or what? I use an Ulta eyeliner pencil. How can I keep it looking fresh all day? Thank you in advance(:

Is it on the water line or the top of your lash line? Water line, I would get a 24/7 eye liner. For the to of lash line, use a primer. I use elf. It was three dollars for three primers. :)

I don't use it on my waterline. I use it on my lower lash line. Ok, thank you for the advice Cierra A. I'll definitely try that! :)
