I did and they told me to use this but it's not going away she said it's dry skin but it has little bumps.

Get some aquaphor from walmart, its in a short fat white tube and its a almost clear jelly substance. put it on it anf sleep like that for a few days and I promise youll see a difference.

Looks like ezcema. (I can't spell it!) anyway, you need to cleanse with only very mild cleansers and super moisturize with something like aquaphor. You can also try hydrocortisone cream at night and see if it helps, if not go to the dermatologist.
