How should I do my eyeliner?

I have like these weird hooded eyes with small lids so whenever I put eyeshadow on my lid, you can't see it unless I close my eyes or raise my eyebrows. Should I do my eyeliner thinner? Or just cover my lid with liner? Thanks in advance(:
