Haley, for dark under eye circles I di think its best to do foundation first. That's way you have a bit of coverage and you'll know how much concealer to apply. But like MalwareMakeup said, go for a concealer that's is one or two jades lighter than your foundation. And make sure you blend out. And set with the posed we of your choice.

Honestly, I'd go with a foundation, then corrector, then concealer..if you're dark circles are that bad. Using a concealer 1-2 shade lighter without something underneath to cancel the blueish/purplish colours in your dark circles may make them look gray..

I put concealer under my eyes first, the foundation making sure to blend my foundation over the concealer, then concealer over blemishes and around the nostrils. I set with a powder and I'm good :) Good Luck finding your routine :)
