Either your photo is Edited or you're wearing makeup... You wouldn't have dark Long lashes like that with blonde hair.

You're already gorgeous! Seriously, you could be a model. Makeup-wise, I think you could rock a bold lip with neutral eyes (mascara; optional: neautral eyeshadows and a thin line of eyeliner). I know when I wear a bold lip I feel fierce *insert me sashaying away here*. haha! :)

Your eyelashes look like your wearing mascara because they're black in the picture but your hair is blonde, that's it and your my age (going to be a freshman right?) lol and I think you should wear mascara, top eyeliner (no Cateye or nothing special), some bronzer in your cheeks (to make your face look slimmer), if you have acne concealer (I really can't tell by the picture), and you may want like a dark lip color because you got some big lips lol but they're gorgeous so like a hot pink lip stain, and it looks like you have blue eyes? If you have blue eyes wear kind of a bronze/hold eyeshadow with eyeshadow primer.
