Purpose of white eye liner?

Hello ladies,
I am new to the makeup world and have notice women wearing white eyeliner. can someone please explain to me the purpose of it is? and by doing this, what kind of look one can accomplish.

Brightens eyes if you put in inner corner, can use it as a base for eyeshadow, water line brightens and makes eyes look bigger xx

I use a fleshtone pencil because on my eyes it appears less jarring. Still offers the same effect especially if working a less dramatic eye look.

I like using a beige tone instead of white..it isn't as harsh especially for those who have a deeper skin tone.
