Yeah I have dry combination and sensitive skin and I use rose water as a toner as well and I think it works really well. Since you have dry skin I would recommend buying one that doesn't have any alcohol in it as I can dry out skin.

I wouldn't suggest witch hazel for dry sensitive skin. But for oily skin. I would go with rose water.

Rose or Orange Blossom hydrosol. Get a bottle from the ethnic food section or health food store. Store it in a tiny spray bottle, ( 1 or 2 oz) and store the open bottle in the fridge, refill when you get low. Add a touch of veggie glycerine for added hydration and shake before using.
