Toner isn't going to fix that... Toner is for restoring the balance of your skin after cleanser and before moisturizer
There isn't a lot you can do if its genetics, but when I had that I got an exfoliating body scrub and a loofah and scrubbed everywhere I thought looked darker every time I showered. However, if pale isn't your thing, you can get a foundations that matches your body rather than your face and use that.
