What'S A Good And Cheap Camera?

I use Samsung Es9 and I've noticed that it isn't really good when I'm trying to take close-ups. I would like to have a camera which can take more spesific pictures, because with this camera, they always end up being blurry. What would you recommend? The price should be under 250 euros :)
