A really damn good eye primer. I know some people even use a primer + base, or put translucent powder on top of eye primer.

I prefer Too Faced Shadow Insurance over everything else.
People also like Urban Decay, Smashbox, NARS, NYX, Palladio, ELF (their 1$ primer is okay).
