Im wearing a navy/royal bluish dress and I need help with my makeup! It has a tiny bit of silver sparkles on it as well.

I'd use Deborah Set of blue eyeshadow. It has a silvery white for the inner corner, baby blue sparkly onto the center of the lid and night blue in the outer corner. Finish with a winged eye look using a liquid or gel eyeliner (don't make it too thick, it's always best trying to look natural), curl your lashes and give a couple of coats of mascara, et voila!

prom is only once so i think you should do it BIG with silver 3D lips.with the 3D lips you will be the topic of discussion i PROMISE .. if you do the 3d lips then your eyeshadow cant be too dramatic because then it would clash with the lips .. you can also do what Giulia said because it would go with the 3d lips,,,,

I would do a royal blue smokey eye(make sure you use NYX eye primer to make it stand out) with a touch of gray in the eyelid creases and a shimmering silver in the inner creases. To be bold add some rhinestones on the outer corner of your eyelid or add a hint of silver pigment on your lashes to make them sparkle. I did it for a girl who went on prom last year and she loved it!

I think you should try to bring out the sparkle in the dress.
So try doing a dark blue smokey eye with silver shining in the middle and white in the corner.
Top it off with a slightly winged eyeliner and you can add loads of mascara or use false ones. :)
