Just go your liner as usual but making in a little thicker then extend it past your eye following your natural eye shape

I think it's just eyeliner on top. It looks pretty thick, but if you do it thick make sure it's smooth. Thick eyeliner on top doesn't look good on me but you'll have to experiment. :)

It looks softer than a liquid, probably a gel.

This eyeliner look is my make up for the summer time and its really simple to do, all you do is make the ends thicker than usual and extent a tiny bit ^-^

I don't see it blended but it's small on my phone, but you can use a brush to blend it out
