I'm really new to new make up. I have very smalls eyes. I want to make it look like I have bigger eye but I don't know how to apply it. When I attempt it its more on my face then waterline.

Do you happen to blink a lot? If so try with a pencil liner on your bottom lash line first to get your eye use to the feel of the pencil do this for a couple of days then if you would like to use on waterline try counting to 3 then stop and apply again.It's something you will surely get use to and don't freak out if your eyes get watery it's a given but also try a water proof liner.Just take your time and if your eyes don't stop watering sometimes your eye's could be sensitive to liner.

I usually use my index finger about an inch below the bottom lash line and pull down to make your bottom lid stick out...apply right on the top of that bottom lid.

What Margaret said, pull your eyelid down so that the lid sticks out a little bit. Since you are new to it and therefor not use to it definitely keep trying, but once you do get use to it, if it won't stay (liner won't stay on my water lines) carefully try eyeshadow. But definitely keep trying at the pencil first and make sure it is waterproof
