Watch this it'll definitely help! Use an eyeshadow brush (top) for packin on shadow and a fluffy blending brush (bottom) to blend the shadow.

Pencil: make little dashes on your top lid, then connect them. It'll be more precise than one long line for beginners.
Liquid/Gel: Easiest to use an angled eyeliner brush, shown in pic. Dip it in the pot and press it onto the lashline as close to the lashes as possible. Smooth over the finished line. Let it dry.
Ecotools, Real Techniques and ELF all have great brushes available.
