It depends on how dramatic you want your makeup, for me it's a must! Except if I'm doing a natural look.

It's not a must really depends how you like your make up - I rarely do it as I don't feel it suits me I just put flicks on the end and big eyelashes - it's what suits you really

I use an eyeliner pencil on top of the lid before shadow. If I want a more dramatic effect, I'll go over it with liquid liner after the shadow too. The pencil before liquid helps keep it on longer. Then I add a little more dark shadow over the liner to kind of set it and make it blend more
